Greetings once again. It is amazing how quickly the year 2009 seemed to fly by, and we are already going into a new year, 2010. As I stated last year, with it being another new year, it would undoubtedly bring new challenges for all of us. As we all know, this has proven to be an understatement, particularly when it comes to budget issues. One fact we DO know, and is crystal clear, none of us are alone in this challenge.
But having said that, I still truly believe that with these new and continuing challenges, it will continue to afford us new and renewed opportunities, and is, without a doubt, necessitating that we dare to start thinking more “outside the box” and be courageous enough to venture into unchartered waters.
As president, I still feel it is imperative that we each make a concerted effort to reach out to and to contact each and every Public Safety Director in the State of Ohio, and encourage each of them to join our organization.
Again, to reiterate what I stated last year, we must continue to stress to everyone we can that the Ohio Association of Public Safety Directors is a good, solid, assiduous organization to join, dedicated to addressing the special municipal problems, issues, responsibilities, and experiences of public safety officers as a special class of officials, and to promote the general welfare of the cities and villages of the State of Ohio. Further, we need to emphasize that we do not each have to stand alone with our individual issues, problems and concerns, of Public Safety Directors, that we work to keep abreast of new legislation and other issues which impact or affect the public safety of the cities and villages of our state that we proudly serve, and that we are ready and willing to assist in any way our organization can. I still believe there is power in constructive numbers, as well as power in enthusiasm and commitment.
Also, I want to remind you that the Ohio Association of Public Safety Directors Annual Spring Conference will be held this year on Friday, May 7, 2010. Again, as last year, this conference will be held at the Embassy Suites Hotel, Columbus, Ohio. There will be no charge for the Public Safety Director who attends this conference, as long as his or her membership dues are paid, but there will be a $10.00 fee for each guest brought with them. I strongly encourage, as always, that each Safety Director brings his or her Mayor, Police Chief and Fire Chief to our conference. Registration and conference information will be sent out in March.

Purpose Statement
The purpose of this organization shall be to provide an opportunity for Public Safety officers to meet as a separate group for the discussion of municipal problems generally or the special problems, responsibilities and experiences of public safety officers as a special class of officials and to promote the general welfare of the cities and villages of this State by appropriate means, including but not limited to the following:
(a) the maintenance of a central bureau of information and research for collection, analysis and dissemination of information dealing with public safety;
(b) the fostering of conferences of safety officials, schools and short courses for the discussion and study of public safety problems and techniques involved in their solution; the rendering of such special and general services as may be deemed advisable; the publication and circulation of an official newsletter and such bulletins and reports on public safety as may be compiled from time to time; and
(c) the securing of the cooperation of universities and institutions of higher learning in furnishing the services of members of the faculty and students in assembling and analyzing information concerning public safety and in the conduct of schools and short courses in the field of public safety administration
(d) the securing of harmony of action among the municipalities of Ohio and other agencies of government in all matters which affect the citizens of Ohio in creating the awareness of all levels of government of the problems and challenges of public safety in Ohio by presenting the facts and experiences upon which to formulate sound policies.
